In 1954, the Supreme Court’s decision in the case of Brown v. Board of Education of Topeka, Kansas established that “separate but equal” was not, in fact, equal, and separating children in public schools on the basis of race was unconstitutional. The following year, the Supreme Court required that the desegregation of schools proceed with “all deliberate speed,” an intentionally vague term. This report, published nearly a decade after the Brown v. Board decision, analyzes plans, accomplishments, and rationales for Southern “token integration,” a term used to describe “deliberate efforts to keep racial integration at a minimum.”.
